Six faults account for most plumbing callouts in Dubai. Each has a likely cause worth knowing before anyone quotes you for it.

The same bathroom in a temperate climate would be quiet for fifteen years. Here there are four things working against it that have almost nothing to do with workmanship.
Desalinated supply carries dissolved minerals that drop out inside heaters, aerators and mixer cartridges. It is why a tap that was fine last year now drips, and why a water heater here rarely reaches the life printed on the box.
Dubai apartments run pipework behind tiles and above gypsum ceilings. Nothing is visible, so the first sign of a leak is usually a stain on somebody else's ceiling, by which point two properties and a building manager are involved.
A 1990s Deira or Bur Dubai building has original runs corroding from the inside out. A Marina or Business Bay tower from 2018 has an entirely different fault list, usually joints and fixings rather than pipe.
The braided hoses under every basin are rated for a temperate cupboard, not a Dubai one. They are the single most common cause of a flooded flat, and they cost almost nothing to change.
Holiday lets and unused guest bathrooms dry their traps out, which lets smells back into the room and lets deposits harden in the waste. A flat that sits empty for a summer needs different attention from one lived in.

Concealed leaks can be narrowed down by pressure testing and acoustic or thermal detection before anything is broken. Opening tiles first is faster for the plumber and much more expensive for you.

A single lump sum hides the markup on a mixer cartridge that costs a few dirhams. Ask for parts and labour split out, and ask to keep the old part.
Parts at trade price, passed on at cost, and you get the old one back.
A drain that is cleared without finding the cause often blocks again within weeks. Ask what happens then before you pay the first time, not after the second call-out.

Plenty of plumbers will open a gypsum ceiling to reach a pipe and leave you to find somebody else to close it. That second trade is where the budget disappears.

Find the isolation valves before you need them, and check they actually turn. In a lot of Dubai flats they are seized open, which turns a small leak into a flooded apartment while somebody goes looking for the building caretaker.

No. Diagnosis is part of the call-out fee, not billed on top. That includes pressure testing and tracing a concealed leak before anything is opened. If the pipework does need to be exposed, you get a price for that before we start.
Usually, if you message before around 3pm. Emergencies like a burst hose or a flooding bathroom get moved to the front of the day. Properties on a maintenance contract are scheduled ahead of one-off callouts.

It depends on your tenancy contract, but the usual split in Dubai is that the landlord covers the building's pipework and structural faults while the tenant covers minor maintenance and anything they caused.
